Nace en
Ayacucho Perú el 17 de abri de 1.978, a sus 31 años tiene más de 150 obras en
su haber, las cuales en su mayoría reposan en otras partes del mundo. Julio
César es un artista nato (autodidacta) jamás tomó clases de pintura, sin
embargo, desde muy joven descubrió que poseía grandes capacidades para realizar
retratos, tendencia por la que se ha inclinado.
Es uno de las
principales exponentes de las artes plásticas de la región de Ayacucho que se
encuentra promocionando su Departamento fuera del Perú, está radicado en la
ciudad de Neiva Huila con nacionalidad colombiana, aunque con profundas raíces
de su natal Perú, de ahí que haya dedicado la mayor parte de su vida ha
representar las realidades, mitos, leyendas y costumbres de las etnias
indígenas peruanas.
Simón
Bolívar, desnudos artísticos, bodegones, indias peruanas denominadas “Cholas”,
San Benito, arcángeles, retratos familiares, hermosos paisajes costumbristas
del Perú han sido reproducidos de forma perfecta por las mágicas manos del
joven maestro Melgar. El artista Julio
César Melgar se encuentra preparando su nueva serie de paisajes urbanos como un
homenaje que pretende realizar a Neiva, ciudad donde se encuentra radicado
actualmente.
“Pienso que
las personas no hacemos nada viviendo en este mundo y morir sin dejar algún
legado, sé que cuando Dios me llame a su lado seré recordado por las personas
que han seguido mi arte y poseen algunos de mis lienzos en sus hogares”, afirmó
en su última entrevista.
